All reservations are subject to the policy and fee structure. Technology, such as a projector, may also be available for a nominal fee.
Meeting Rooms

Reservations are accepted for the current month and the following two months. For example, beginning December 1, reservations are accepted for dates through the end of February. Meeting rooms may be reserved during branch operating hours.

Guidelines for Use
Library meeting rooms are available at most branches for public gatherings by groups who agree to observe the library rules. They can be reserved by:
- Nonprofits
- Community interest groups
- For-profit businesses and organizations
- Baltimore County, State of Maryland and U.S. government departments and elected officials
- Home school organizations
Rooms may not be used for social gatherings, which include but are not limited to baby or bridal showers, birthday parties, entertainment or fundraising.
All events held in the meeting rooms must be made available to the general public. Approaching library users for the purpose of encouraging participation in the group’s activities is prohibited.
Policy and Agreement
Download and sign the policy and agreement (PDF), which must be signed and submitted to the Meeting Rooms Office for all reservations made.
Nonprofit and for-profit groups must pay a fee to use a meeting room.

Fees are not charged for:
- Library organizations and organizations that Baltimore County Public Library is a member of or has established a written agreement
- Departments of Baltimore County, State of Maryland and U.S. government
- Elected officials in Baltimore County, State of Maryland and U.S. government acting in the capacity of their elected position
- Home school organizations (limited to one, free three-hour period per month, per branch between 9:15 a.m. and 5 p.m.)
Payment must be made within 28 days of the reservation’s approval or immediately if the reserved date is within 14 days. Individual branch libraries do not accept payment. Reservations will be cancelled if payment is not received by the due date.
- Online: Payment can be made at the time of booking or after your reservation has been approved. Once your reservation has been approved, you will receive a confirmation email with a payment link and reservation reference number that you can use to pay online with a credit card.

The Meeting Rooms Office is responsible for the collection and administration of all reservation fees. Payment is not accepted at any branches.
Groups should notify Baltimore County Public Library of cancellations as soon as possible to make the room available to other groups. Cancellations may be made by calling the Meeting Rooms Office or through the online reservation system. Individual branches should not be called for cancellations. A full refund of all fees will be provided only if the reservation is cancelled prior to the meeting date.
Every effort will be made to guarantee a reservation. However, the library reserves the right to change or cancel a reservation to accommodate a library function or construction. Unforeseen circumstances, such as adverse weather closings or power failure, may also make a meeting room unavailable. A partial or full refund of fees will be provided if Baltimore County Public Library changes or cancels the reservation.
All of the library's meeting rooms are equipped with a sufficient number of chairs and tables. You are responsible for setting up and breaking down the room. Tables and chairs may be set up in any configuration but must be moved to their original position. The meeting rooms must be left in the same condition as found. Library staff are not responsible for room setup or breakdown. The time reserved in the meeting room must include time to set up the tables and chairs and to clean up afterward.
Containers are available for trash, and all trash should be discarded. Janitorial services are not available for meetings.
All rooms are equipped with WiFi. Some branch meeting rooms are equipped with projectors, built-in sound systems, stages and projection screens. Not all of the meeting rooms have the same equipment, nor do they have the same capacity. We cannot guarantee the functionality of any audiovisual equipment or microphones for any event.
We do not reserve laptop computers or any other technical equipment. You are encouraged to bring your own equipment. The library is not liable for damage or theft of any equipment, materials or personal belongings.
Your reservation guarantees the use of the meeting room space only. Please make certain that the room capacity is sufficient to comfortably accommodate your group. The Meeting Rooms Office is not responsible for other areas in the branch. Please contact the branch manager or assistant branch manager to make any special arrangements related to the facility or materials.
Optional Technology Package
Some rooms are equipped with technology that may be reserved for use with payment of a $10 Technology Package Fee. Technology available may include projectors, microphones and speakers. Check the online reservation system or call the Meeting Rooms Office to verify what technology is available in each meeting room.
Upon request, technology will be made available for free to library organizations of which Baltimore County Public Library is a member, or with which Baltimore County Public Library has established a written agreement, and to Baltimore County, State of Maryland and U.S. government departments and elected officials acting in the capacity of their elected position.
Groups holding meetings or events in the meeting rooms are responsible for making the meeting accessible on request to individuals with disabilities. Sponsoring groups should be aware that any person requiring accommodation must contact the group to make the request eight business days in advance of the meeting.
Light refreshments may be served if the room is left in an orderly condition and normal operations of the library are not affected. This includes but is not limited to beverages, box lunches, sandwiches and continental breakfast items. No alcoholic beverages are allowed. Catered meals are not allowed. Open fire, including the use of candles, sterno or other portable food warming fuels, is not permitted in the meeting rooms.
Collection of admission fees, sales of products or services, or other direct fundraising activities are not permitted. The library does reserve the right to allow admission charges or the sale of products by any entity presenting a program sponsored by or in cooperation with the library, through written agreement.
Any publicity, (e.g., brochures, flyers, radio, TV announcements) must carry the name and phone number of the organization sponsoring the meeting. The library may not be identified or implied as a sponsor. The branch phone number may not be used as a contact number. The contact information (name, phone number, etc.) used to reserve a meeting room may be given by the library to individuals inquiring about the organization sponsoring the meeting. A flyer or poster advertising the meeting may be hung on library bulletin boards with the permission of branch management. No publicity is allowed on library property outside of the building and no groups shall use the library as a mailing address.
Registered Baltimore County home-school organizations or individuals may book a meeting room for a three-hour period once a month at no charge (subject to verification of credentials). Tutors from recognized nonprofit organizations may also qualify to use branch meeting rooms on a drop-in basis for one-on-one tutoring (subject to availability and approval of the librarian in charge at that branch).
Study Rooms
Need a place to collaborate or concentrate? We’ve designated special areas for study groups and individuals who want their own space.
To make a reservation for a study room, call the branch or visit the branch's Service Desk. Reservations can be made for the current business day only. Online reservations can be made for the Cockeysville and Owings Mills branches using the links below.
- One-hour time blocks can be reserved on a first-come, first-served basis for the current business day.
- You can add additional hours, one hour at a time, unless others are waiting to use the room.
- You have 10 minutes to claim an assigned study room before the room is reassigned to the next waiting person or group.
- Please be aware of the library’s Rules of Conduct.
