Policies
In order to protect the library’s environment and materials and to provide equal access to all, the following library policies and procedures need to be observed.
We value our customers and strive to treat them with courtesy and respect in our comfortable and welcoming spaces. Our branches reflect our communities and the people who use them. Please be considerate of the rights of others as you use this public facility.
The Board of Library Trustees for Baltimore County has established the following Rules of Conduct so that library users and staff have a clean, pleasant and safe environment. We appreciate your cooperation in meeting this goal.
The following are prohibited at all branches of Baltimore County Public Library:
- Engaging in any activity prohibited by law
- Disruptive or unsafe behavior, including any conduct that interferes with the use or operations of the library by customers or staff, or that might impact the health and safety of others
- Theft
- Use of loud, abusive, threatening or insulting language, either in person or via electronic devices
- Harassment of any kind
- Leaving a child, under the age of 8, unattended or unsupervised
- Viewing obscene or pornographic images
- Public intoxication
- Activities that may result in damage to library property
- Sleeping
- Smoking (including e-cigarettes and vapes)
- Offensive body odor
- Unauthorized use of a library card
- Using restrooms for bathing, laundering or extended personal hygiene care
- Beverages without lids and foods other than snacks (no snacks allowed at the public computer stations), except during a public health situation that requires wearing face coverings indoors, when no food or drink is permitted.
- Leaving personal items unattended
- Entering the library barefoot or without a shirt, or removing footwear or shirt while in a branch
- Unauthorized solicitation
- Loitering, which means to remain in a library without conducting any lawful business on the property
- Animals, other than service animals
Baltimore County Public Library reserves the right to deny use of its facilities and premises to individuals who do not abide by the Rules of Conduct. Our staff may ask individuals who are exhibiting inappropriate behavior to modify their behavior. Noncompliance may result in the individual being banned from the library premises or in arrest and prosecution.
The Annotated Code of Maryland gives the Board of Library Trustees the authority to establish rules for reasonable library use and conduct. The Rules of Conduct policy was updated and approved by the Board of Library Trustees on May 18, 2021.
Customers are welcome to use laptops and tablets at the library. The library assumes no responsibility for damage, theft or loss of a customer’s equipment from use of library materials. In addition, the library assumes no responsibility for damage, theft or loss of a customer's equipment, software, data or other personal property brought into or used within Baltimore County Public Library facilities.
Please note that the library does provide free wireless access to the internet and to public printers for our customers while in our branches. Learn more about our public computers and WiFi.
Baltimore County Public Library is committed to its role in serving the information and lifelong learning needs of all customers. Providing access to the internet enables the library to greatly expand its information services. In addition, the library organizes, catalogs, indexes and provides a variety of information through connections to the internet, websites and commercial databases. Not all sources on the internet provide information that is accurate, complete, current, legal or philosophically acceptable to all people. Baltimore County Public Library upholds the right of each individual to have access to constitutionally protected material.
The library is required by the Children’s Internet Protection Act (CIPA) to prohibit for children age 16 or younger internet access to obscenity, child pornography and material that is harmful to minors. In order to implement the law, the library uses a Technology Protection Measure or a filtering service on all public access computers. The filtering service disables access to certain websites. Upon request by a library customer age 17 and older, library staff may unblock a site. Library staff may request proof of age. The library reserves the right to enforce the Internet and Computer Acceptable Use Policy if the requested material appears to violate the law. Technology protection measures are not 100 percent accurate and may allow access to inappropriate sites. Parents and guardians of children under age 18 are responsible for their children’s use of the internet.
Baltimore County Public Library prohibits the following:
- Sending, receiving or displaying obscene or pornographic text or graphics inappropriate for a public and open environment
- Engaging in any activity that facilitates sending, receiving or displaying inappropriate materials to a minor
- Activities that disrupt the library or its network
- Loading or downloading software from the internet or using personal software programs on the library's computers
- Unauthorized use of another person’s library account number to log on to a computer
Customers must log on to the public computers using their own library account number or a single-use guest login. The library reserves the right to schedule time on all full internet access computers. The computers may be used for a time-limited session. Additional time is allowed when no one is waiting.
The library allows the use of USB storage devices in its public computers to save or retrieve information. USB storage devices that require device drivers or special software to be installed are not allowed. The library is not responsible for any data loss, damage, destruction, or technical support of personal devices connected to public computers.
Public internet computers are not secure and should not be used to transfer financial and other personal data. The library is not responsible for the misuse of personal information entered on websites, nor can it guarantee that library computers will access any purchased internet content.
The unauthorized or illegal use of the library’s computing systems and facilities may result in revocation of internet use privileges or general library privileges, and may constitute grounds for civil or criminal prosecution.
Your access to and use of the Baltimore County Public Library website is subject to all applicable laws and regulations and these General User Terms and Conditions — which may be changed or updated by us from time to time without notice to you. In consideration of your use of the Baltimore County Public Library website, you accept, without limitation or qualification, the General User Terms and Conditions.
As consideration for your use of the Baltimore County Public Library website, you agree to provide true and accurate information about yourself and to make certain the information that you provide is current, complete and promptly updated as necessary. Baltimore County Public Library selects materials for its collections to serve a large, diverse Baltimore County population. We provide access to materials for all, inclusive of but not limited to age, gender, sexual orientation, religious or spiritual beliefs, race, ethnicity or national origin. Providing free access to these materials allows our entire community to explore, learn, create and connect.
Responsibility for the selection policy lies with the Board of Library Trustees. The Director has the authority to interpret and guide the application of policy in making day-to-day selections and authorizes Collection Development Staff to apply this policy in building the system collection.
Selection Criteria
The Collection Development Staff evaluates materials using a variety of criteria. Each criterion may not apply equally to every item but are considered based on individual titles, formats and age levels.
- Subject matter relevance and importance to Baltimore County residents.
- Relative importance in comparison with other materials on a subject.
- Public demand for the author or producer, title or subject.
- Value for the cost of the item (the library has a finite budget and cannot acquire all materials on every subject).
- Prominence, authority, literacy or artistic merit of the author, creator or publisher: This may include professional reviews or other recognized merit of the author or titles, including receipt of, or nomination for, major awards or prizes.
- Ownership and demand at other library systems of similar size or scope.
- Clarity and accuracy of presentation appropriate to the skills of the intended users. The library may include materials that represent subjective opinions by their authors; in that context, “accuracy” cannot be objectively established and is a decision made by the user.
- Suitability of format to the content and the intended audience.
Selection and Acquisitions
A variety of review sources are consulted when purchasing materials, including professional journals, consumer publications and online sources.
The library recognizes the missions and resources of other libraries in the metropolitan Baltimore area and does not needlessly duplicate functions or materials. Through cooperative agreements facilitated by the Maryland State Library, the resources of these libraries may be available to Baltimore County residents.
The library supports the goals of formal education programs in Baltimore County and provides curriculum-related and recreational reading materials, which complement, but do not duplicate, school libraries.
Legal, medical, technical and academic resources are acquired only to the extent that they are useful to the layperson.
The library collects materials in a variety of formats, including, but not limited to, books, magazines, newspapers, comics, DVDs, CDs, audiobooks, electronic resources and downloadable materials. New formats are evaluated for inclusion based on existing collections and suitability for library users.
The library also selects materials in languages other than English. These materials are not meant to be comprehensive, but are a revolving selection of materials for these population groups.
Labels such as call numbers will be added only as viewpoint-neutral directional aids. Labels will not be added to materials as a value judgment or to warn of content or themes in an item.
Additions
Customers wishing to have a title evaluated for addition to the library’s collection may suggest a title in person or from this website.
Collection Concerns
Customers wishing to express a concern about library materials may do so at any library location. Those wishing a formal review of an item must fill out a Collection Inquiry form. The item will be reviewed by a team of library staff, including the Collection Development Coordinator, and an Assistant Director. The library takes customer concerns about items in the collection seriously, and a response will be returned in writing. During the evaluation period, the item will remain in the library’s collection. If the customer disagrees with the response, he or she may appeal the decision to the Director, and as a final step to the Board of Library Trustees.
Deselection
Materials within the library collections are constantly and consistently monitored and evaluated. Items are withdrawn if they are out-of-date, seldom used, superseded by a newer edition or badly worn or damaged. Low use of print or electronic products may result in their discontinuance.
Gifts
Any gift of materials will be evaluated and disposed of in accordance with the criteria applied to purchased materials.
Library Bill of Rights
Baltimore County Public Library adheres to the principles of intellectual freedom. The library supports the “Library Bill of Rights,” as well as the Freedom to Read and Freedom to View Statements adopted by the American Library Association.

Information about branch closings for holidays, inclement weather, construction or other issues is posted prominently on the library home page and listed on the alerts and notifications page. Library hours are not tied to the openings or closings of the County government or schools.

Each year our branches offer thousands of free events for kids, teens, adults and families. Visit our online events calendar where you can use filters to customize your search by date, branch, event type and age group.
- All Baltimore County Public Library sponsored events are free.
- Some events require registration due to limited space. These programs are noted with "registration required." You can register for many of our programs online via our online events calendar. You can also register for any event that requires it by visiting or calling the hosting branch.
- Appropriate accommodations for individuals with disabilities will be provided upon request. Notice of eight business days prior to the event is requested.
- Please arrive promptly for events. Many fill up quickly and you want to be sure to get a good seat and to be settled and ready when the event begins.
