You can find the following tax resources at Baltimore County Public Library. Baltimore County Public Library staff can assist customers in finding Maryland and IRS tax forms and instructions but cannot provide tax advice.  Information and links are offered only as a convenience.  Baltimore County Public Library is not responsible for content on sites linked from this page. 


Maryland and Federal IRS paper tax forms are not available at BCPL branches. Maryland Tax Forms and Federal Income Tax Forms can be downloaded and printed using branch computers. Printing costs $0.15 per page.

Get Federal forms, instructions and publications:


  • Order by phone 1-800-829-FORM (3676). May take up to 2 weeks for delivery through U.S. mail.


  • Order online to have forms and publications sent to you by U.S. mail. Delivery may take up to 2 weeks.




  • The address for filing a paper return varies depends on which state and type of return is being filed. The IRS website helps you to locate the appropriate mailing address for filing a paper return

    Walk-in help to resolve a tax problem, to find out how basic tax law applies to your individual Federal tax return (available January 1 through April 15), and other services. No appointment necessary. Multilingual assistance is available. Tax return preparation not available.


  • Taxpayer Advocate Service in Baltimore
    Offers free, independent help to individuals and businesses with IRS problems that they can’t resolve on their own.

  • Low Income Taxpayer Clinics (LITCs) in Baltimore
    Gives free or low cost help to low income individuals in a tax dispute with the IRS including audits, appeals, collection matters, and more. LITCs can help with response to IRS notices and correct account problems. Multilingual assistance is available

Income Tax Form Preparation Assistance


  • Baltimore County Department of Aging Tax Aide Counseling
    From early February through April 15, seniors age 60 or older and low-income County residents are given free assistance with basic Federal and Maryland personal income tax forms as well as homeowners' and renters' tax credit applications at Baltimore County senior centers and other county sites. Call the local site to set up an appointment.


  • Comptroller of Maryland's Taxpayer Services
    Prepares your Maryland income tax return and electronically files it free of charge. Bring your completed federal return, all W-2 statements and supporting documents (such as 1099 statements) and picture identification with you. No appointment is necessary. Assistance is available Monday through Friday, 8:30 a.m. to 4:30 p.m.

  • Volunteer Income Tax Assistance Program (VITA)
    by Internal Revenue Service
    Offers free help in preparing a basic tax return for taxpayers who generally make $53,000 or less, or to persons with disabilities, or who are 60 years and older or with limited English speaking ability.VITA sites with IRS-certified volunteers are generally located at community centers, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing. Locate the nearest VITA site or call 1-800-906-9887.

(Note these weekday hours are extended to 8:30 a.m. to 7 p.m. between February 2 and April 15, 2015 since they experience extremely high call volumes during those dates.)

Property Assessment


  • Maryland State Department of Assessments and Taxation (SDAT)
    Baltimore County property tax bills are issued in July/August of each year. The amount of the tax bill is determined by two factors: (1) the assessment; (2) the property tax rate. Assessments are based on the fair market value of the property and are issued by the Department of Assessments and Taxation, an agency of State government. Property tax rates are set by each unit of government - the State, counties, and cities.
