Provides a grant to help low-income families and individuals pay home energy bills and promotes energy conservation through the Maryland Energy Assistance ( M E A P)  which provides one-time a heating season grant to low income families and individuals for heating, Electric Universal Service Program (E U S P) that provides a grant once a year to low income families and individuals based on their annual electric usage to subsidized Budget Billing with Baltimore Gas and Electric (BGE). and The Utility Service Protection Program (U S P P) that protects low-income families from utility cut-offs and allows eligible households to enter into a payment program with their utility company.

Those in need should visit the Center to complete a brief client-intake process. All adult family members should be present during the client-intake process. Upon its completion a grant application is issued. The client may be eligible for a one-time monthly financial assistance grant for eviction-prevention and utility shut-off assistance. All financial assistance grant applicants (head of household only) are required to participate in a family spending class. No money given on the spot. Decision as to which families/individuals will be awarded the grant is made several days following the class. Funds are issued directly to landlord/mortgage lender and/or utility company. Must bring photo identification with current address; must reside within zip codes 21136, 21117 or 21071. Bring income verification in the form of S S I, S S D I, unemployment, paystud, child-support, food stamps, etc. Include copy of court-ordered eviction notice, landlord-issued eviction notice, and utility shut-off notice with grant application.
